You need bishops. Bishops are a force for unity in any grouping of churches. Everyone, no matter what divides them from each other, recognises them as the common enemy and so works together.
You still have division, but it is Everyone But One vs One. And as the One has a chunk of institutional power the Everyone But One have to subliminate their opposition into working with him.
Seriously, it does wonders for unity, just not for most of the reasons its apologists claim.
Almost every other form of church government is predicated on the assumption that committed Christians should be able to get along. That's just silly.
