But seeing as you ask, I consulted the guru (PTOB) whose most interesting observations were a) the existence of an Aramaic tradition of Ps 68 that has Paul's verbs and b) that it's possible that both receive and give are meant - the idea of the king receiving tribute and passing it around. Which, I'll add, would work for me in the Eph 4 context.
